Atmospheric river brings dangerous flash flooding to Central and Southern California

A powerful storm in California caused severe flooding overnight, and life-threatening flash flooding continues for Southern California today.
Gov. Gavin Newsom proclaimed a State of Emergency in Southern California, saying, "This is a serious storm with dangerous and potentially life-threatening impacts."
The governor said the state is ready with a record number of emergency assets on the ground to respond to the impacts of this storm.
